The Organization

The Burnaby Association for Community Inclusion (BACI) was created in 1956, when parents gathered in Burnaby to advocate for the rights of their children with disabilities. They have grown into one of British Columbia’s largest nonprofit organizations supporting children, youth, and adults with developmental disabilities. With an annual budget of over $30M and 500 staff (BCGEU), they provide human-centred services to over 1,000 individuals and their families across Metro Vancouver each year.

BACI provides a wide range of training, development, social, recreational, and employment opportunities. Key services for adults include community inclusion, economic inclusion (employment services & training), life sharing, supported housing, family support, subsidized housing, co-housing, and outreach & self-advocacy. For children and youth, BACI operates two accessible childcare centres (with a third opening soon) as well as teen programs. Their childcare sites are included among the Province’s Universal Child Care prototype sites.

BACI is lauded throughout the sector for their strategic approach to innovation. With their formal Design and Innovation Team—in close collaboration with InWithForward, Kinsight, and PosAbilities—they have been at the forefront of creating a wide range of new online and in-person programs for both persons served and staff.

The Opportunity

Chief Financial Officer

Under the general direction of the Executive Director, and as a member of BACI’s Senior Management Team, the Chief Financial Officer (“CFO”) will strategically lead and manage the organization’s finance and payroll departments. BACI is headquartered in Burnaby and the CFO will have the option of working in a hybrid model.

Specifically, the CFO executes and oversees the provision of budgeting, financial accounting, analysis & reporting, and the supervision of finance and payroll staff. In addition to supporting the Executive Director and leadership team, the CFO will work closely with and provide timely reports to the Finance & Audit Committee and Board, as required.

BACI’s CFO provides critical financial expertise to the Senior Management Team and Board in respect of the organization’s relationship and obligations to its primary government funding agencies: Community Living BC (“CLBC”), the Ministry of Children and Family Development (“MCFD”), and BC Housing.

The CFO serves as a trusted advisor to a range of internal and external stakeholders, providing insights into operations, financial models for key initiatives, contractual oversight and risk analysis for partnerships, and input into key decisions about how to leverage BACI’s considerable asset base.

Responsibilities:

The CFO's main responsibilities include but are not limited to:

Strategic Leadership

  • Initiate and lead departmental evaluation and improvement schemes consistent with organization policy and procedure.

  • Participate with the Senior Management Team, Executive Director, and Board of Directors in Strategic Planning.

  • Develop and implement departmental action plans associated with strategic planning, then monitor and evaluate their effectiveness.

  • Develop, implement, and maintain an on-going process for the evaluation and up-grading of all administrative, financial, and data processing functions.

Finance

  • Prepare and develop annual operating and capital budgets for the Department in accordance with guidelines set down and subject to approval by the Executive Director.

  • Prepare for audit all financial and relevant records and information as required.

  • Ensure the maintenance of all accounting records and related controls, as well as the application of proper methods and systems.

  • Work with Senior Managers and Department Managers to develop and monitor department and program budgets as per BACI’s Policies & Procedures.

Personnel Records and Payroll

  • Oversee the accurate preparation and distribution of all payrolls and the submission of all government payrolls and personnel information.

  • Oversee the administration of all staff benefit plans.

Mortgages and Leases

  • Administer all mortgages and leases undertaken by the Association and prepare annual CMHC reports required for on-going funding.

Revenue and Receivables

  • Ensure that all government billings are correctly made and that occupancy & achievement grant forms are prepared and submitted as required.

  • Ensure that invoices for all services and products of the Association, its departments, and divisions are accurately prepared and submitted, and that payment for such services and products is received.


Essential Qualities

The CFO should be a collaborative and strategic accounting professional who comes with demonstrated experience leading the financials of a comparably complex organization, serving as a trusted technical advisor to senior leadership and boards. 

Possessing an inclusive and positive leadership style, they will build engagement with staff, partners, funders, the Board, community members, and the public at large, leveraging the strength that exists within the organization and continuously building departmental capabilities. With suitable financial acumen, relational skills, and decisiveness, the CFO will help BACI realize innovative projects by serving as a sounding board, creating financial models, analyzing and mitigating risk, and empowering action.

The CFO should also be a proven manager of teams. With the ability to recruit, retain, engage, and develop team members, they will ensure staff alignment with organizational values and optimize morale and effectiveness of the finance and payroll departments.  

Our client broadly welcomes credibly experienced leaders to apply for this role, but will prioritize candidates who possess the following attributes: 

  • CPA designation or equivalent experience

  • Minimum 5 years of management or executive-level experience within a comparable organization

  • Experience working within a nonprofit environment and/or serving on a nonprofit Board is an asset

  • Experience with professional and leadership development of staff, including performance management

  • Strong financial modelling, risk, and contract analysis skills

  • Experience developing and executing strategic plans


Compensation and Search Process

This position is a key leadership role and BACI’s CFO salary band will be competitive to comparable opportunities within the sector. In addition to salary, the CFO will be eligible to participate in the Municipal Pension Plan (defined benefit pension) and receive a $350 monthly mileage allowance, priority for inclusive childcare at their sites ($10/day per the Universal Childcare program), as well as out-of-school care, and a robust extended benefits and vacation package.
